BIOGRAPHY
Bategning Penka Ornela Tatiana is a Cameroonian education specialist who has distinguished herself through her contributions to the integration of information and communication technologies (ICT) in education.
Holding a Master’s degree in Education Sciences with a concentration in ICT and Education, she authored a thesis titled “Teachers’ Adoption of Smartphones in Cameroon,” which explores how Cameroonian teachers adopt and use smartphones. This research highlighted the challenges and opportunities associated with the use of ICT in education in Cameroon.
An internship in the Education and Training Section of the Cameroon National Commission for UNESCO allowed her to familiarize herself with national and international education policies, as well as to develop skills in the planning and implementation of educational programs.

A preschool and elementary school teacher since 2022, Bategning Penka Ornela Tatiana has gained valuable experience in classroom management and teaching methods. She has also developed skills in designing and implementing educational programs tailored to students’ needs.
In January 2024, she also embarked on a new adventure as a teacher of French as a Foreign Language (FLE) and French as a Second Language (FLS), enabling learners to discover and improve their French skills. This experience has allowed her to develop her skills in language pedagogy and to work with students at different proficiency levels.
Bategning Penka Ornela Tatiana is a member of the Association of Trainers for Youth Training in Information and Communication Technologies in Education (AFFJTICE), which aims to promote the integration of ICT in education and training. She actively participates in the association’s activities and contributes to the training of teachers and young people in the field of ICT. As part of AFFJTICE’s activities, she served as the WEST Focal Point for data collection and processing in Cameroon under the 4th call for contextualized educational research projects of the Apprendre Program, jointly initiated by the Agence Universitaire de la Francophonie and the Agence Française de Développement. This experience allowed her to develop her skills in research and data collection.
In addition, she is a member of Idées-Afrique, a network of professionals and researchers working on development and education issues in Africa. This affiliation enables her to share her experiences and knowledge with other professionals and contribute to the discussion on development and education issues in Africa.
Through her professional activities and community involvement, Bategning Penka Ornela Tatiana helps improve the quality of education in Cameroon and promotes the effective use of ICT to enhance learning. She is a dedicated professional who takes pride in a job well done and is always seeking new challenges and opportunities.

Oumar DIOUF

Oumar DIOUF is an expert in decentralization and local development. With degrees in development sociology and project management, he held senior positions for several years in the local government administration of his home country, Senegal. 

He has extensive professional experience in administration and management of local public policy, decentralized cooperation, and development project management. 

Mr. DIOUF is currently Head of Administrative Services at the University of Sine Saloum El Hadj Ibrahima NIASS (Senegal).

HERMAN HABIB KIBANGU

Jesuit, Ph.D. candidate in sociology at Laval University (Quebec, Canada). Research interests: African politics, social ethics, extractive industries, project analysis, economic and social justice, political sociology, gender and employment issues, African and world literature, storytelling, etc. Holds degrees in philosophy, sociology and anthropology, theology, and social ethics. Independent researcher and author.

Engelbert Mvilongo Yogo

Anselme Engelbert Mvilongo Yogo holds a Ph.D. in Political Science, is a member of IDÉES-AFRIQUE in Canada, and serves as an adjunct professor at ENSET (Ecole Normale Supérieure d’Enseignement Technique) at the University of Douala. 

His research focuses on public policy and the anthropology of public policy.

 Author of the book *Political Temporality and Public Action*, published by Editions Afrédit in 2020; co-author of an article on “The Institutionalized Tinkering of Public Employment Policies in Cameroon” in the *African Journal of Political and Social Science* in June 2023, published by the University of Berger; and author of several scholarly contributions, including “The Anglophone Crisis: An Approach to Intercultural Management” in 2023, published by Presses universitaires de Dschang; “Ethnic Diversity and New Public Management in Africa,” published by Editions Connaissance et savoir; and finally, “The Disability Approach: A Sociology of Public Action in Cameroon,” published by Editions Cheikh Anta Diop.

Eddy Giresse Kenfack Dzefack

 Étudiant-chercheur Camerounais inscrit en thèse de doctorat à la Faculté des Sciences de l’Éducation, de l’Université de Yaoundé 1, il est spécialisé sur les questions de Techno-pédagogie et de L’ingénierie Éducative. Il mène actuellement une recherche sur l’usage des tic dans la formation des jeunes déficients visuels au Cameroun. Auteur d’un article en cours de publication sur << les déterminants psychoaffectives et performances des élèves du niveau CM2 en mathématiques dans l’arrondissement de Yaoundé 4e>>.
Il a également participé au projet sur l’Appui a la Professionnalisation des Pratiques Enseignantes et au Développement des Ressources (APPRENDRE) financé par l’AUF. Il est passionné par la lecture et la musique.
