This inaugural issue is set against a dual backdrop that explains the choice of theme for this special feature. First, May 17 marked World Telecommunication and Information Society Day. At the table of celebrations, without claiming a prominent place, Africa had a legitimate stake in the festivities. Indeed, over the past decade, the continent, like other regions of the world, has experienced a digital “boom” that has profoundly changed practices in many sectors, including, notably, those of information and communication.
